The Mississippi Workforce Housing Program (WHP) provides federal funding which will be used by non-profit and for-profit nongovernmental organizations to construct new, affordable, single-family housing for new workers and workers displaced by the 2023 and 2024 disasters.

About the Program

Qualifying Areas

The program is for low-to-moderate income homeowners in these designated areas:

  • Hinds County
  • Scott County
  • Sharkey County
  • Humphreys County (ZIP codes 39038 and 39166)
  • Jackson County (ZIP code 39563)
  • Monroe County (ZIP code 38821)

Eligibility

The following criteria are required for program eligibility:

  • Applicant must be a non-profit or for-profit, nongovernmental organization. Entities with experience in construction affordable housing are preferred.
  • The project site must be owned by the applicant and must be located in Hinds County, Scott County, Sharkey County, City of Belzoni (39038), Silver City (39166), City of Moss Point (39563), or City of Amory (38821).
  • The proposed project must demonstrate a direct link to housing needs triggered or aggravated by the 2023 and 2024 disasters.
  • A minimum of 51% of the housing in the project must be sold to households that earn 80% or less of the Area Median Income (AMI). The remaining homes cannot be sold to households earning more than 120% AMI.
  • The applicant's preliminary budget and financial plan must show that the proposed development is feasible and cost reasonable.
  • The program will only fund the construction of new, single-family housing. Program funds may not be used for repair of rehabilitation of existing housing, and funds may not go toward the construction of multi-family or rental housing.
  • Homes must be occupied within one year of completion.
  • The applicant must submit letters of community support from units of local government within the storm-impacted area where the housing will be constructed.

Award Caps

Total funding allocated to the program: $12 million

Maximum award is the lesser of $4 million or 40% of the total project cost.

Additional Helpful Information

WHP is a reimbursement-based program. Applicants must demonstrate that they have adequate funding from other sources to complete the project.

Reimbursement payments will made on a monthly basis. Invoices will be reimbursed on a pro rata basis equal to the percentage of CDBG-DR funds that are funding the project. I.e. if an applicant receives an award equal to 40% of the total cost, 40% of each invoice submitted will be reimbursed until the CDBG-DR funds are exhausted.

Applicant is responsible for procuring A/E and construction firms to complete the project. Federal and state procurement laws will apply.

Projects will be monitored for compliance with applicable Federal cross-cutting requirements, including Davis Bacon, Federal environmental requirements, and the Uniform Guidance at 2 CFR 200.

Award recipients will be required to document compliance with HUD national objective criteria.
