Mississippi Housing Recovery
Do I Qualify?
The Mississippi Homeowner Rehabilitation & Reconstruction Program (HRRP) provides federal funding to assist low-to-moderate income homeowners whose homes were damaged or destroyed by the March 2023, June 2023 or April 2024 tornadoes and straight-line winds.
Eligibility
To qualify for the program, applicants must have:
- Unrepaired home damage due to the March 2023, June 2023 or April 2024 tornadoes and straight-line winds
- Property located in Hinds County, Scott County, Sharkey County, City of Belzoni (39038), Silver City (39166), City of Moss Point (39563), or City of Amory (38821)
- Owned and lived in the home as their primary residence at the time of the disaster and currently own the property
- Household income at or below 80% of the HUD Area Median Income (AMI). See chart below for details.

Before You Apply
Applicants will need all the following documents in order to apply.
Required Documents
Proof of Identity for all adults (18+)
One of the following

- Driver’s License
- Government Issued Photo Identification (Federal or State issued)
- Passport
- Military ID
- Certificate of Naturalization or Permanent Resident Card
Proof of Citizenship
One of the following
- U.S. Birth Certificate
- Passport
- Naturalization Certificate
- Permanent Resident Card
Proof of Income for All Adult Household Members (18+)
- Most recent tax returns (IRS 1040, 1040A) signed and submitted, OR
- Documentation of Income:
- Salary/Wages:Last three (3) months of pay stubs OR current W-2 Forms, with volume to be based on frequency of payment.
- Benefits: Social security or disability, retirement, SSA, TANF, pension or annuity current letter of benefits (should include benefit amount).
- Retirement or Social Security: Past three (3) Monthly Bank Statements, prior year 1099 form, or Current Annuity Payment letter (if applicable).
- Self-Employment Income: Most recent tax return (1040 or 1040A), W-2 Forms; and/or current year profit and loss statement.
- Rental Income: Current lease agreements.
Unemployment Income: Current benefit letter with gross amount. - Alimony/Spousal Maintenance: Copy of court order documentation.
- Taxable Interest & Dividends: Including amounts received by/on behalf of minors.
- No Income: Adult household members who do not earn an income will be required to submit a Certification of No Income.
Proof of Ownership
Proof of ownership must show ownership at the time of the Qualifying Disaster and the applicant must currently own the home. You will be required to provide one (1) of the following
For Stick Built Structures:
- Deed (Warranty or Quitclaim);
- Mortgage statement;
- Probated will;
- Court order or judgment granting ownership of the property; or
- Other documents may be considered on a case-by-case basis
For Mobile Home Units:
- Property Title;
- Bill of Sale showing applicant name as owner and date of sale;
- Title from the county land records showing manufactured home ownership; or
- State-issued certificate showing the name of the applicant as the owner.
Proof of Primary Residency
One of the following:
- Homestead exemption
- FEMA or SBA letter
Or two of the following:
- Driver’s license or state-issued ID card showing address
- Utility or credit card bill
- Insurance documentation indicating primary address
- Employer statements (pay stubs and similar employment documentation)
- Other documents may be considered on a case by case basis
Proof of All Insurance Covering the Damaged Property
One or both of the following:
- Homeowner’s insurance if applicable
- Flood insurance if applicable
Proof of Other Disaster Assistance Received, if any
- FEMA, NFIP, SBA, or private insurance award/denial letters
- Other documents may be considered on a case-by-case basis
Current Property Taxes
One of the following
- Proof from the tax assessor of property taxes paid in full at the time of application
- Proof of a payment plan in good standing at the time of application
Additional documentation may be required on a case by case basis.
