Mississippi Housing Recovery
Mississippi's Homeowner Rehabilitation & Reconstructions Program (HRRP), Affordable Rental Housing Rehabilitation & Reconstruction Program (ARHP), and Workforce Housing Program (WHP), were created to address unmet need resulting from tornadoes and straight-line winds which impacted the state in March 2023, June 2023, and April 2024.
These programs are administered by the Mississippi Development Authority (MDA). Together they assist property owners and potential owners with recovery from the 2023 and 2024 disasters by repairing and replacing existing housing, and constructing new housing, depending on the program.

Qualifying Areas
The program is for low-to-moderate income homeowners in these designated areas:
- Hinds County
- Scott County
- Sharkey County
- Humphreys County (ZIP codes 39038 and 39166)
- Jackson County (ZIP code 39563)
- Monroe County (ZIP code 38821)
2023-2024 Storm Programs
Mississippi Homeowner Rehabilitation & Reconstruction Program (HRRP)
HRRP provides federal funding to assist low- and moderate-income homeowners whose homes were damaged or destroyed by the 2023 and 2024 disasters.
Mississippi Affordable Rental Housing Rehabilitation & Reconstruction Program (ARHP)
ARHP provides federal funding to assist eligible landlord-applicants in rehabilitating or reconstructing single-family rental homes in the communities affected by the 2023 and 2024 disasters.
Mississippi Workforce Housing Program (WHP)
WHP provides federal funding for the new construction of single-family homes to support new or returning workers affected by the 2023 and 2024 disasters.
